There is no such service in BLE, unfortunately.

I believe what you are looking for is a beacon, which we have examples for, but they do require an app. You can look into the Eddystone beacon application. This is a defined beacon protocol which can be used to transmit e.g. URLs.

Read about it in the link that I posted. I think this is the closest you get to what you are looking for, but as I said, it requires an app, but only one app for all eddystone beacons (standardized).
