The nRF Beacon is intended to work with the firmware delivered with the nRF51 Beacon Kit. I suggest you have a look at the firmware found here.

By default the ble_app_beacon example is non-connectable. To be able to update the UUID, major and minor values, you need to change your application to allow connections to the device.

Can you try with nRF Toolbox and see if that works?
