The bootloader uses the SoftDevice, so it should be the version with SoftDevice. However, you should look at the point where it initialises the SoftDevice, and only initialise FDS afterwards.

15.2 with SD. Does the bootloader should use FDS without SD ? If yes, where can i find it please ?

What SDK version are you using? Are you using the Soft Device? Since SDK 14, there are versions of FDS for with and without SoftDevice. If you're using SDK 14 or 15, make sure you're using the correct version.

If you are using an older SDK version, you must enable the SoftDevice prior to calling into the FDS.

How have you implemented my_fds_evt_handler()? It should set the m_fds_initialized variable to true. It should look something like this:

            if (p_fds_evt->result == FDS_SUCCESS) fds_initialised = true;
            break;
        case FDS_EVT_WRITE:

        	if (p_fds_evt->result == FDS_SUCCESS) fds_write_done = true;
        	break;
        case FDS_EVT_GC: 
        	if (p_fds_evt->result == FDS_SUCCESS) fds_garbage_collected = true;
        	break;
    }
}
