I found not only update NRF_SDH_BLE_PERIPHERAL_LINK_COUNT from 5 to 8, but also need to update NRF_SDH_BLE_TOTAL_LINK_COUNT to 8.

You should manual calculate NRF_SDH_BLE_PERIPHERAL_LINK_COUNT + NRF_SDH_BLE_CENTRAL_LINK_COUNT = NRF_SDH_BLE_TOTAL_LINK_COUNT.
