I'm not 100% sure but most likely it was the phone requested to do so when it see that you support display in your IO Capabilities

If you can provide a sniffer trace it would be more clear.

Why did you set #define SEC_PARAM_MITM to 0 ? Shouldn't it be 1 if you want to enforce passkey when bonding ?
