That is the incorrect term for this chip. I tried to set the APPROTECT reg to 00, the device is protected. Thanks.

Where in the documentation did you find the concept of a 'JTAG Fuse'? The only chips I've come across that on are STM, not Nordic. The manual says there is one level of app protection and it's reversible (which does also erase the flash).
