Which SEGGER J-Link version are you using?

Please install the latest version from https://www.segger.com/downloads/jlink. Stable version 6.40 works and contains the correct USB drivers.

Have you install the nRF Connect application? This will install the Segger J-Link drivers and programs; I would start there and see helps.

Hmm, Either the J-link drivers does not recognize this device, or the J-link FW needs to be updated.

Try uninstalling the USB drivers for the DK that's not recognized, remove the device from the SUB port and re-insert it. The J-link USB driver should then install correctly.

When I use the same cable on the previous version of the dev kit, it works just fine (and I see COM3 populating as "JLink CDC UART Port"

However, when I plug the cable into the new dev there are new ports detected (COMs 5, 6, and 7) but nothing is recognized as a J-link debugger.

Any thoughts?

NO_EMULATOR_CONNECTED means that the J-link driver does not find any J-Link debugger on any of the PCs COM ports. I suggest you verify that the DK is properly connected and turned on.

FYI, your USB cable might be broken, or is of a "power only" type USB cable.
