That's correct - the clock is only generated when it's needed.

Then you need to configure the nRF as a Slave.

I actually could see the clock when it begins a transaction, but the device I am trying to control is configured as a master and I cannot change that. The device takes control of the bus all the time.

Have you tried talking with sparkfun or arduino tech support yet? Were they able to help you? In general, I would recommend to use the nrf5 sdk when programming an nrf52832. We have some good documentation when it comes to i2c with examples too.
