I am using Arduino IDE to program the module. I defined pins 24 and 25 as SCL and SDA, respectively, and used wire.begin() in the setup to configure it as a master

RE: No clock signal at the SCL pin of the Sparkfun nRF52832 breakout board
I actually could see the clock when it begins a transaction
That's correct - the clock is only generated when it's needed.

Then you need to configure the nRF as a Slave.

RE: No clock signal at the SCL pin of the Sparkfun nRF52832 breakout board

I actually could see the clock when it begins a transaction, but the device I am trying to control is configured as a master and I cannot change that. Were they able to help you? In general, I would recommend to use the nrf5 sdk when programming an nrf52832. We have some good documentation when it comes to i2c with examples too.
