Sorry for the late response. Nordic staff have had Christmas holidays last week.

Could you measure the voltage level at DEC1, DEC2, DEC3 and DEC4?

And the voltage at VDD?

If you connect a signal analyzer to SWDIO and SWDCLK do you see any output there?

PS. if you don't want to share the layout and schematics of your design with others I can make this case private.

I would recommend you to create private ticket to share the PCB layout and schematic.

I'm sorry for not sharing original PCB file because there are other PCB combined.

debugger pin is on the bottom of this PCB (please see yellow lines)

This is two sided board and really simple.

could you figure out what is the problem with this?
