I find the ble_app_uart to be a good example to base new projects from. I do not recommend starting with a blank segger project as there are so many settings that need to be properly set before you can start developing.

Keil is free to use for projects up to 32K (the SoftDevice is not included in the 32K).

Although SES uses the open-source GCC toolchain, I'm not sure that the IDE itself is Open Source?

Also, it is for use with JLink only - so not "open" in that sense.
