This issue is related with the Segger Debug Monitor Mode and the HW FPU.

If you disable the usage of the HW FPU the problem is solved.

In the Keil IDE select from Option for target->Floating Point Hardware-> Not Used

After the above change the following register
SCB->CPACR
should be 0, which shows that the HW FPU is disabled.

I was getting the same error and solved with the following changes in the debugger:

I cannot get your project to work with MMD. I always get an error when i flash.

This is after i confirm to use evaluation version in the following pop up.

Why are we seeing two different behavior here?
