I bought a couple of days ago, the nrf51422 Development Kit. It comes with all the items described by Nordic on the website.
Just two questions:

My PCA10006 and PCA10007 boards come with a label that shows Rev. 3.0.0. The ANT board can be flashed with SoftDevice:

S310 (Which supports concurrent ANT and BLE)

S210 (Only ANT)

S110/S120/S130 (Only BLE)

The BLE board can be flashed with SoftDevice:

S110/S120/S130

You can find these in the download section along with the documentation. Use nRFgo Studio to flash the SoftDevice.

If I understand your second question right, you have the development kit but not the starter kit (nRF6310) and wonder if you can flash your software on the PCA1000x board without the nRF6310? In that case, check out this thread: devzone.nordicsemi.com/.../
