Yes, that might be an issue. I would suggest putting the service UUID in the advertisement packet and see if that helps.

service UUID put in the Scan response packet but not Advretisent packet . Maybe this reason ?

According to the Core Bluetooth Programming Guide and its Core Bluetooth Background Processing for iOS Apps section it is possible to scan for advertisement packets when the application is running in the background. However, there are certain limitations e.g. increased scanning interval.

Is the service UUID that is scanned for put in the Advertisent packet or in the Scan response packet? Make sure that the design guidelines in Section 11 of the Accessory Design Guidelines are met.

I would recommend that you post this on an Apple Developer forum as well as this appears to be an iOS issue.
