P0.16 is connected to pin number 13, not pin number 16, which is shown in the picture. Pin number 16 is the P0.21/nRESET pin.&lt;/p&gt;
&lt;p&gt;Could this be the reason for the non-functioning GPIO?&lt;/p&gt;
