The nRF51 series is not to be found under the BLE section because we do not recommend it for new BLE designs. This is because we won't update the SoftDevices with new features and compliance with future BLE specs. They're still great options for proprietary protocols.

The SDK10 reference is shown when the SoftDevice S110 or S120 are selected. S130 is the only SoftDevice for the nRF51 that is supported by SDK12.3

I've reported it to product management and I'm awaiting a reply. nRF51 is definitely not deprecated, but I believe it is in the "not recommended for new development" phase.
