From the iBasis website, it seems that the LTE-M connection has been tested somewhere on the very large continent which is Australia. It's unfortunate that the location was not given.

Did you follow the testing guideline given here?

From this link (click on Australia on the map), it seems that Telstra has national LTE-M & nB-IoT coverage, while Vodafone has coverage in Sydney, Melbourne & Canberra.

Before you start trying with a new SIM card, I would recommend you to erase the nRF91 application flash via the command: nrfjprog --eraseall -f nrf91

Then, I would recommend you to compile & flash the secure boot example first & then the at_client example. Take a look at the nRF Getting Started Assistant in nRF Connect for Desktop for more documentation. Lastly, open up the LTE Link Monitor application. You can follow this guide for getting started.
