In sd_softdevice_enable(), change the clock_source argument to NRF_CLOCK_LFCLKSRC_RC_250_PPM_8000MS_CALIBRATION. This will make the softdevice use the internal 32 kHz RC oscillator instead of an external crystal. If the external crystal is selected, but you don't have one on your board, the stack will wait forever for the non-existing crystal to start.

you are correct their datasheet has a layout for the external 32khz crystal but I'm working on a board without it. So what did you do? did you layout the crystal? is the 32Khz just for sleeping?

I don't want to install the external crystal unless I really need it.

This might be a stupid comment, but the raytac module has an external 32khz crystal, right? I remember having the same problem as you when i tried enabling the softdevice with NRF_CLOCK_LFCLKSRC_XTAL_x_PPM, but my board didnt actually have an external crystal..
