I haven't had much luck and it seems like most everyone is in the same boat.
My question is does AN-29 work?
Is there anything that works?

You can download the repository distribution, which for now is intended for GCC and Keil below 5.12 version, from here: SDK 7.0.1 for GCC and Keil below 5.12 version. The Packs distribution is intended for IDEs supporting CMSIS-Pack concept (for now only Keil 5.12 or higher): SDK 7.0.1 for Keil 5.12 or higher. You can read more about our SDK at: developer.nordicsemi.com

Generaly SDK 7.0.1 is intended for our new boards, but with small effort you can use it with the old ones. More about it you can read here: Lastest SD, SDK, and Hardware

RE: Eclipse and GCC with latest SDK & SD

This blog works with latest SDK embeddedsoftdev.blogspot.ca/.../ehal-nrf51.html.

RE: Eclipse and GCC with latest SDK & SD

Have you seen this blog?
