The tools serve different purposes - they are not alternatives:

Segger Embedded Studio is an IDE for developing embedded code.
nRF is a tool for programming Nordic chips, and testing BLE comms

As you say you're just starting out, I would strongly suggest that you get a Nordic nRF52840 DK, and get familiar with the product & tools on that - before adding the complications & restrictions of a 3rd-party "platform".
