I can confirm that this bug is present on both the Windows and Linux builds of Eclipse. Restarting Eclipse will fix the problem until the next time Eclipse is started (at which point you'll need to restart Eclipse again).

Hi, I can confirm that I see the same bug in Luna. According to the GNU ARM Eclipse Plug-in page this is a known issue:

"The debugger buttons are disabled If you upgraded to Eclipse Luna 4.4, and you notice that the debugger buttons are not available (in fact the buttons are still there, but are greyed/disabled), you are facing a Luna CDT bug. The workaround is to quit Eclipse and to retry."

You can either follow this workaround, or use Kepler instead as suggested by Dusautois.

I have same problem. Just stop and restart eclipse and step button will appear again.

Are you using Luna ? I know Luna has that problem with the plugins. Kepler works fine.
