Why?

It is usually easier to just do a simple timestamp (eg, seconds past some datum) - and let a PC, Phone or other more capable "computer" do the conversion to date & time ...

If you follow these steps in this link:

Open nRF Connect Desktop and the Bluetooth Low Energy app
Plug in your nRF52 device and select it under "Select device"
In nRF Connect, create the Current Time Service (CTS) server by performing the following steps:
In Server Setup, click the settings button and select "Load setup".
In the resulting window, navigate to the <InstallFolder>\examples\ble_peripheral\ble_app_cts_cfolder. Load the file cts_central.ncs.

Then you will see how the service looks like.

The next step is to implement the service on the android phone, and here is a BLE Android tutorial that will cover that.

Have you followed the steps under "Testing" in the documentation? You need an additional device (e.g. the computer), with the Current Time Service implemented. Then you can send the time through that service to the nRF52 chip. After receiving the timestamp, you can see the decoded time if you press button 1, and also save it to flash.
