Yes, you can - but it is not recommended that you do!

If it's just for a school or hobby project, it probably doesn't matter.

If you're developing a commercial product, it does.

No, that does not follow - nRF51 also supports non-BT protocols.

In fact, nRF51 is not recommended for new BLE projects:

Andy is correct. You can download SDK 12.3, with examples for IAR, GCC and Keil here. Remember to choose the correct SDK version and any SoftDevice you need.

nRF5 SDK 12.3 was the last SDK with support for NRF51 devices.
