Yes.

Python just sees a COM port - it neither knows nor cares what is "behind" that COM port.

I have connected successfully and I have received the data over uart in my PC using Termite sopftware. Can I read the data in PYthon script using Serial library of python

The BLE terms are "Central" and "Peripheral"

Yes, there is an 'Examples' folder in the SDK:

But note that nRF51 is not recommended for new BLE designs:
