They are development tools - they are not intended for deployment into commercial systems.

I want them to create a mesh and connect to 400 bluetooth devices. Then I will connect a raspberry pi to one Nrf52840 and pi will send info to and from a server. I just need them to talk to pi and send and receive minimal data. Are they not intended for this kind of use?

If the code you load into the dongle does not require any USB interaction, then it will work fine.
