Thanks for your recommendation, and I read user guide again, I follow your advice on JLink. I add extract 3V battery and connect back to the VDD and GND. Now every thing works fine.

Post a schematic of your connection - trying to describe it in words is ineffective and often confusing.

The connection is the same as for any ARM Cortex-M4 - there is nothing peculiar to Nordic in this respect.

So either you have not properly connected the VTref, or there is no power on your target.

Note that the JLink does not normally provide power to the Target.
