SDK 15.3.0 and s140 6.1.1? It's strange the MBR doesn't forward execution to the bootloader after you've set the start address, maybe you can upload the .hex files so I can try it here?

SDK15 and softdevice version s140. Yes i have tried programming the start address to 0xff8. The bootloader still gets ignored.

Which SDK and Softdevice/MBR version are you using? Also, have you tried to write the start address to 0xFF8 after programming sd/mbr+bootloader? E.g., nrfjprog --memwr 0xff8 --val 0x78000
