Hi Bjørn,
I didn't make any modifications, but actually it turns out that this issue is not software. The HW guy just returned to me with the answer that there's no radio connected to the Secondary Nordic :/

Yes, incorrect LFCLK setting will cause sd_softdevice_enable() do hang indefinitly waiting for the LFCLK to start up.

Is the "secondary" bootloader the unaltered bootloader from the SDK or have you done any modifications to it? If yes, please state which.

Can you run the "secondary" bootloader in a debug session and place a breakpoint in app_error_handler_bare() in main.c and see if you enter this handler?

Okay, I found why the Secondary Nordic didn't go to 0x15FD6. My Secondary Nordic doesn't have external clock and it seems to stall during the Soft Device init. I updated the sdk_config.h from the information here and the Secondary Nordic does stop around 0x15FD6 when there's no application. But I still don't see any DfuTarg advertised from my PC's nrfConnect.

I checked that "advertising_init()" returns 0 which is okay.
