No, the merged.hex file contains the SPM.

I think something is wrong with my board controller. I can get responses from the Terminal when I reset but nothing from the modem.

Should I first reflash the board controller and the nr91 with the file you provided?

Also, do I need to flash SPM first before any other application or is this step not needed anymore?

Push the reset button, and see if you get any output in the terminal. If not, try flashing this file.

Gave that a try, still did not work.

Now I don't get any responses even when rebooting the device.

Do you have any instructions on re-flashing the Controller MCU (nrf52) and then the Nrf91?

Hello, please git checkout the newest tag which is v0.4.0. Looks like you are using an older one.
