&lt;p&gt;Yes, the SoftDevice &lt;em&gt;&lt;strong&gt;is&lt;/strong&gt;&lt;/em&gt; the BLE stack.&lt;/p&gt;

&lt;p&gt;Not sure what you mean by that?&lt;/p&gt;
&lt;p&gt;It should be possible to realise a project like this without &lt;em&gt;&lt;strong&gt;any&lt;/strong&gt;&lt;/em&gt; OS. But you are probably getting into the area where an OS will be helpful.&lt;/p&gt;
