I am currently using the nRF Connect Desktop to start the advertising of the dongle and the nRF

RE: Trouble configuring nRF52840 dongles as long range peripherals

No, not until Coded PHY is support by the hardware on the phones.

RE: Trouble configuring nRF52840 dongles as long range peripherals

Are there plans to support it in nRFConnect Desktop and/or nRFConnect Android ?
Currently 2Mbps and Long range (Coded PHY) is not supported by nRFConnect Desktop.

However it's supported by pc-ble-driver. So if you want to write your own software to have different PHYs you can use pc-ble-driver.
