It's not the COM port that matters here - it's the J-Link driver:

Although it's odd that one should be present but not the other!

You do seem to get an awful lot of pop-ups during the installation asking to install many different drivers - it can look like it's asking you the same thing over & over!

Maybe you accidentally clicked 'cancel' instead of 'ok' on one of them?

Or just missed one of them ...

the latest version I download from https://www.nordicsemi.com/Software-and-Tools/Development-Tools/nRF-Command-Line-Tools/Download#infotabs is 6.44
