&lt;p&gt;I have a suspicion that this can be related to your &amp;#39;nrfjprog&amp;#39; version.&amp;nbsp;&lt;br /&gt;We have seen that if you are not using the latest 10.2.1 version there can appear issues similar to this when flashing.&lt;/p&gt;
&lt;p&gt;&lt;a href="https://www.nordicsemi.com/Software-and-Tools/Development-Tools/nRF-Command-Line-Tools/Download#infotabs" rel="noopener noreferrer" target="_blank"&gt;Please update the nrfjprog to the latest, and &lt;/a&gt;then make sure to delete everything from the application side &amp;#39;nrfjprog -e&amp;#39; before you re-flash the application.&lt;/p&gt;
&lt;p&gt;You are highly recommended to update to mfw v1.0.0 as well. (&lt;em&gt;since you cannot go into production with an older modem firmware)&lt;/em&gt;&lt;/p&gt;

One board has new modem firmware but application firmware does not work on it.
