Take a look at the library <..>/components/ble/nrf_ble_scan/nrf_ble_scan.c which contains many functions for parsing/decoding the advertising packet.

I guess the address is private resolvable. Then you would need the IRK in order to resolve the address, which you can get by bonding with the device. Read more here. What smart watch do you have?

Are you sure the mac address of the smart watch is of the type Random Static? If it uses e.g. a Private Resolvable address, that approach won't work.
