There has not been any update on this, unfortunately. I checked with the author, and he said he has been planning to revise the document for a long time, but still had not found the time to actually do it.

One thing you might like to add is that versions of Android before 9 (?) don't seem to inform the App of whether Advertising is Connectable or not:

Hi,

I have started updating this document some time ago, but had to switched to other task for the time being. I will release the second version as soon as possible, but that doesn't mean any time soon. I'll do my best!

Hi,

The engineer who wrote that document is out of office this week, but from what I am told he has been doing at least some updates to it. I will get hold of him when he is back and see if we can publish an update soon.
