Yes, All BLE 4.0 devices should be able to connect to newer BLE versions. Just keep in mind that the features of BLE version 4.2 and 5.0 won't be available for the 4.0 devices I.E. Long range mode and 2Mbps mode in 5.0 and data-length extension from 4.2 won't be available for your 4.0 device.
