No. The output power limitations is the same for all regions in BLE. If a device is BLE certified that covers all regions of the world.

Sorry, I am asking about Certification. Is there any difference with respect to Power level in different regions.

The output power will affect the current consumption. You can find typical current consumption numbers on different output powers in this table. Was that your question, or did I misunderstand?

BLE channels are equal all over the world, and all channels are used everywhere (except for application specific channel mapping). So the answer to your question is no.
