Ok, so you are using the Mesh SDK v3.1.0, but which version of the nRF Mesh smartphone app are you using? Android or iOS? On my iPhone, I am using v1.0.4.

Initially it was being detected (on and off) and I've configured my devices for about half a dozen times. But now it is not being detected at all. What I've observed that app detects when I use a new board but it does not detect them when they've been connected to once or twice. (but that should not be an issue as I've tried new phones and factory reset the previous phones as well.)

Debugger outputs are normal:

Yes, even after factory reset it is not detected by nRF Mesh app. On the other hand, nRF connect shows Mesh Proxy Service <1828>.

I am using Android version 5.0.2 and iOS version 11.4.1.

Have you tried either clearing the Bluetooth cache or restarting your phone? Normally this issue is related to that. Which version of nRF Mesh are you currently using?
