According to the documentation for nRF5 SDK for Mesh:

The nRF5 SDK for Mesh requires the nRF5 SDK 15.2.0 to compile. See Installing the toolchain for more information.

Could you test with nRF5 SDK v.15.2.0 and see if it works?
