This will be the way to get the transmitter's TX power at the receiver. You usually set the TX power by using the sd_ble_gap_tx_power_set() function. Then, you should be able to add that value to your advertising data. Our Bluetooth Low Energy Advertising tutorial describes how to do just this in "Challenge 1".

How do I put TX Power into the payload when the transmitter sends an advertisement packet?
Also, how can I know the TX Power of the transmitter at the receiver?

If a receiver is going to know the transmitters' TX power, this information has to be put in the payload when the transmitter sends advertising packets.
