No, the run-time current of the HFXO itself should be lower than the startup current.

If you look at the Online Power Profiler, the total overall peak current when you are in RX should be around 6.4mA for the nRF52840.

It's the average startup current for the crystal, it typically lasts for 1ms. Note that you can turn the crystal off when you don't need the HFCLK to use HFXO.
