Please check out my colleague's service and characteristics tutorials, where he thoroughly explains how to properly set up services and characteristics in an nRF5 device. Seeing as you're using the nRF51, you can only use it as a guide seeing as SDK v.15.0.0 doesn't support nRF51 devices, but it should be helpful to see if you've missed anything crucial. As for the GAIA service, in particular, we here at Nordic are not too familiar with it, so you'll have to rely on the community for help on the matter on DevZone.
