The drivers that we have made are based on the serialization example available in the nRF51 SDK. The documentation on the events and calls can be found here: developer.nordicsemi.com/.../a00073.html

Hi, thanks for the answer, if I am to write my own driver is there a document describing what the nrf chip expects and responds for each call?

We haven't looked into Windows CE as platform and I don't think Nordic will at this point either. As you have discovered though we have a serialized interface available. The suggestion from our point of view would be to see if any virtual ports related to mBED of Segger that would be supported on your device and if they are able to handle .dlls. We don't have any plans on launching the source code for the drivers right now, so I can't say anything on that matter either unfortunately.
