The Thingy:91 comes shipped with the asset_tracker sample, which connects the device to nRF Cloud. To send AT commands to the modem, I recommend flashing the at_client sample to your device, which you can find in ncs\nrf\samples\nrf9160\at_client.

The Firmware is out of the box what comes with Thingy:91. Not sure if it is V0.2.3 or lesser.

Yes, Other AT commands like AT+CFUN are responding properly. Mostly the Nordic proprietary "Set commands" are not responding.

What firmware are you running on the Thingy:91 while doing this? And are you able to send other AT commands to the modem, such as AT+CFUN?
