I've tried both normal power mode (Vin connected to VDD and VDDH with ~3[V]) and high power mode (Vin connected to VDDH with ~5[V]). VDD was connected into the JLink into Vref on both tries). None of these work.

I'm closing this ticket as I've opened a new private ticket and attached this email to the private one.

Yes please. It seems the next logical step is to have my schematics reviewed, and I'd prefer it if the ticket was private before I include the schematics. Could you please transfer the ticket to the private status?

Hi,

Are you connecting Vin to VDDH instead of VDD? You should connect the Jlink debugger to VDD, which sets the logical high level of the IOs pins. If you connect Vin to both VDDH and VDD then it should be fine as well.
