The application note you are linking to is an old application note regarding End Product listings towards Bluetooth SIG. We saw that it was difficult to keep it up to date when Bluetooth SIG changed their process and also the QDID we created for the various softdevices. So instead we recommend customers to go directly to the source at Bluetooth for qualification information (which you have already located) and in addition we have table 5 in the compatibility matrix to show QDID for chips and softdevices.

We already have QDID for stack and chips, so you can reference them

Seems there are two options (Start A and Start B). Start B might be feasible if Nordic BLE platform is Subsystem Qualified product ?

Besides FCC radio certificate testing, we want to see if there is a short path using Nordic's BLE platform. Using reference design and softdevice stack that could be pre-approved by Bluetooth SIG.

Ole Morten pointed the app note but I can't access to it.

Can you recommend any helpful links or steps where I can look up for bluetooth LE certification processing ? If we could take one of Nordic reference design for short path, that would be great. I'm not sure if this is possible. Following exact same reference design and shorten the certification process ??

What is the actual name of the app note? You've provided the download link, which I also can't access, but what was the original name? Should be something line NAN-xxx.
