Hi Konradin,
I think that there are some tools that are not yet supported in Pyhton 3.8.

Please install 3.7 (make sure its in the PATH) instead and go through the steps: (from Getting started Assistant)

cd <sourcecode_root>\ncs
pip3 install -r zephyr\scripts\requirements.txt
pip3 install -r nrf\scripts\requirements.txt
pip3 install -r mcuboot\scripts\requirements.txt
