You will have to ask Philips on how to hard factory reset the bulbs.

I assume that you mean that you have set the ERASE_PERSISTENT_CONFIG to ZB_TRUE?

Do you have a DK (instead of a dongle?) Perhaps it is easier when you have debug capabilities to see what events that occur, monitor the log and so on.
