From my point of view, at least you will get notification about characteristic value update wich is part of service. I have no idea about processing delay. For time sync would be better to use lower radio layers, but these are not accessible.

I would like to use BLE only for time synchronization. I do not want to use GPS receiver. First of all I would like to confirm whether Android device can receive a time pulse generated by another device which is having nRF52 module. If yes then will measure a latency. Time accuracy is not a priority to me, however time synchronization between nRF52 and Android device is important.

It seems to me that is too high for implementing over BLE. One thing is data propagation delay and the other thing is processing delay on Android device. Both could vary during attepmts. Why not use GPS receiver on Android device?
