Hi,

It is not possible to wake up the device from Complete sleep (system off) using RF. But as you say, the device can be broadcasting while in idle mode and be "waken up" by a scanner. This means the scanner will have to spend more time in RX while the broadcaster can stay in idle mode most of the time depending on broadcast interval. For BLE applications I would recommend that yuo use the online power profiler to estimate power consumption: https://devzone.nordicsemi.com/nordic/power/
