I don't think that should be a problem. But you need to be able to write to the CCCD handle in order to enable notifications before you will be able to send them.

Yes, I get NRF_ERROR_INVALID_STATE. As of the nRF connect app, I can enable notifications but I dont have the read property in Cycling Power Measurement, maybe thats the issue ?

Can you check if you are getting any of the following errors:

        (err_code != NRF_ERROR_INVALID_STATE) &&
        (err_code != NRF_ERROR_RESOURCES) &&
        (err_code != NRF_ERROR_BUSY) &&
        (err_code != BLE_ERROR_GATTS_SYS_ATTR_MISSING)

Also, in the nRF connect app, are you able to enable notifications?
